The rule about only one question per post means you aren't supposed to post several different problems in one post. This is the second part of a single problem; posting it by itself makes no sense.
Posting a single problem that contains two questions IS ALLOWED. I am sorry if you have had the experience of getting responses from tutors at this forum saying otherwise.
