Raising a positive base to an exponent will always produce a positive result.
So the last two conditions are never possible.
Now focus on 9%5Ex=1.
Any base to the zero power equals 1. So when x=0, 9%5Ex=1
When x%3E0, 9%5Ex%3E1 and when x%3C0, 0%3C9%5Ex%3C1
