We are not in your MAT 145 class; we don't know for sure what you/we are supposed to do here.

It is very possible that the "numerical representation" of a letter is its position in the alphabet: A=1, B=2, etc. But in your class it might be defined differently.

And we definitely don't know what is meant by the numerical representation of a word or phrase.

As for the encryption, we can assume, because of the "mod 26" in the definition of the encryption, that we are to convert each letter to a new letter using the given formula; for example

P=16; (3(16)+7) mod 26 = 55 mod 26 = 3 = C

And if that is what we are to do, then the task is straightforward; there is no point in our doing the work for you.
