a rational number is any number that can be expressed as the quotient or fraction a/b of two integers;
your number 3 can be expressed as the quotient or fraction as 3%2F1; so, it is rational

3 is rational, because it is a ratio of two integers. It is also complex because 3 can be located in the complex plane (and written as 3+0i) -- complex numbers do not have to have a nonzero imaginary part.
