It doesn't hold when a = 0. In this case, we say that 0/0 is indeterminate (unlike "undefined," indeterminate means that 0/0 can equal any number such that it is impossible to determine a unique answer. "Undefined" means that there is no such possible finite answer, such as 1/0.).
