Is the quotient of two irrational numbers always an irrational number?
No

why not?
Because 2pi is irrational and 3pi is irrational;
however when you form their quotient 2pi%2F%283pi%29 the pi's
cancel %282cross%28pi%29%29%2F%283cross%28pi%29%29 you get 2%2F3 so it is
rational.
