Perform the calculation in the inner braces first.
WE have 3-2^2-{4*3-(-2)}+12/4
Next do the calculation inside the parenthisis with multiplication/division done befor subtraction/addition
We then have
3-2^2-(12+2)+12/4
then we have 3-2^2-14+12/4
Then calculate 2 to the power 2 and 12 divided by 4
3-4-14+3
Lastly, do the additions and subtractions from left to right
The final answer is -12
