Remember - Variable (y, in this case) on one side, everything else on the other.

-6y-2=3-18y-9 Distribute.
-6y%2B18y-2=3-18y%2B18y-9 Add (18y) to both sides.
12y-2=-6 Simplify.
12y-2%2B2=-6%2B2 Add 2 to both sides.
12y=-4 Simplify.
y=-4%2F12=-1%2F3 Divide both sides by 12 and reduce the fraction.
