2 * sqrt(169) - 1 is equal to 2 * 13 - 1 which is equal to 26 -1 which is equal to 25.
25 * .79 is equal to 19.75.
tax on 19.75 is .07 * 19.75 = 1.3825.
add that to 19.75 to get 21.1325.
round that to the nearest penny to get 21.13.
