y=-2x^2 - 8x +3
The eqn of the axis of symmetry is x = -b/2a
x = 8/-4
x = -2

The vertex is (x,f(x))
f(-2) = -2*4 + 16 + 3 = 11
= (-2,11)

x = -b/(2a)
x = -(-8)/(2(-2))
x = 8/(-4)
x = -2
.
plug above into:
y=-2x^2 - 8x +3
y=-2(-2)^2 - 8(-2) +3
y=-2(4) - (-16) +3
y=-8 + 16 +3
y = 11
.
vertex is at (-2, 11)
