This is the way I'm thinking to solve it.
sqrt(28) = 5.2915
Rounded 5.3
5.3*5.3 = 28.09...rounded to 28.
Is that how I would solve it?

Yes, you got the right idea but missed an important value. Let's do step by step so it's clear.
We know the area of a triangle is 1/2(base x height) so we can plug in the values known as:
28=x(x)(1/2) Or rewritten as:
28=x^2/2 Multiply each side by 2 to get:
56=x^2 Square root each side to get:
x=sqrt 56 Or
x=7.48 inches (rounded off)
