if the number is as much greater than 12 as it is less than 38, then it must be midway between 12 and 38.

38-12 = 26 / 2 = 13

38 - 13 = 25
12 + 13 = 25

the number must be 25.

25 is 13 greater than 12 and also 13 less than 38.
