Fill the 5 g bucket, then pour 3 gallons into the 3 gal bucket.
Dump the 3 gal bucket, then pour the 2 gallons remaining in the 5 gal bucket into the 3 gal bucket.

4 gallons remain in the 5 gallon bucket.
