No, I'm assuming that by "not stretched", he meant the coefficient in front of the quadratic term is 1 or else you would need more information.

Write the equation of a quadratic function that is concave down and has a vertex at the point (4, -2). The parabola is not stretched at all.

Vertex form of the equation of a parabola: y+=+a%28x+-+h%29%5E2+%2B+k
Since the parabola was NOT STRETCHED, and is concave down, then a+=+-+1
With vertex being (4, - 2), and a being - 1, y+=+a%28x+-+h%29%5E2+%2B+k becomes:
y+=+-+1%28x+-+4%29%5E2+-+2__________highlight_green%28y+=+-+%28x+-+4%29%5E2+-+2%29
