a)State the coordinates of the vertex
b)State whether is has a max or min value and what that is?
c)State the equation of the axis of symmetry
d)State the y-intercept.

Vertex will be at (h,k) for a parabola function in standard form, y=a(x-h)^2+k. Your given equation is in standard form so you can just read the values of h and k.
Meaning: vertex is (3,8)
(b)
The parabola has a minimum if a is positive, and the parabola has a maximum if a is negative. In the given equation, a=-2.
Meaning: vertex is a minimum
