3,-1 is in quadrant 4,
you follow the x axis to the right 3 units and move down 1 unit. so you are in the bottom right box.
Quadrants 1 starts at the upper right hand of a graph, however the other quadrants are numbered in a counter clockwise direction.
so upper right is quadrant 1
upper left is quadrant 2
lower left is quadrant 3
lower right is quadrant 4
to find what quadrant your point is in, plot it on your graph and see where it relates in the above quadrants.

THERE ARE 4 QUADRANTS IN THE GRAPHING SYSTEM.
THE UPPER RIGHT (+,+), THE UPPER LEFT (-,+), THE LOWER RIGHT (+,-), & THE LOWER LEFT (-,-).
THUS THE POINTS (3,-1) IS IN THE LOWER RIGHT QUADRANT.
