The perimeter is 2L + 2W, so the Length + the Width is 54, 1/2 of 108.
It says, L = 2W+3, and
L+W=54.
2 equations in 2 unknowns:
L+W=54 eqn (1)
L=2W+3 eqn (2)
Substitute for L in eqn (1)
W+2W+3=54
3W + 3 = 54
3W = 51
W = 17
