The variable s is supposed to represent the cost to make 1 scone, but you are making 12 + 12 + 2 = 26 scones. So your cost to make scones is 26s. Likewise your cost to make cookies is 50c (20 + 20 + 10 = 50). That means your total cost C(s,c)=26s + 50c.

The second part of the problem is just arithmetic: $2.28 times 26 plus $1.19 times 50, presuming, as the problem states, that you sell all of your inventory.
