First pipe fills  1%2F3  of the pool volume per hour.


Second pipe fills  1%2F6  of the pool volume per hour.


The drain removes  1%2F8  of the pool volume per hour.


The net inflow rate is  1%2F3+%2B+1%2F6+-+1%2F8 = 8%2F24+%2B+4%2F24+-+3%2F24 = 9%2F24 = 3%2F8  of the pool volume per hour.


It means that the pool will be filled in  8%2F3 hours = 22%2F3 hours = 2 hours and 40 minutes.    ANSWER
