We must complete the square as step one.


(1300/2)^2 = 422,500. Add to both sides.


x^2 + 1300x + 422,500 = -1300 + 422,500


x^2 + 1300x + 422,500 = 421,200


(x + 650)(x + 650) = 421,200


(x + 650)^2 - 421,200 = 0


c = -421,2000


b = 650


So, c/b = -421,200/650


c/b = -648
