No, it is not at maximum height. The maximum height after 1 second is
4 feet that it started from
14 feet that it went vertically in the first second. Gravity is pulling it back at 16 feet per second, but the initial velocity was 30 feet per second. The ball is 18 feet off the ground and still rising.
By two seconds, it will have started its descent, for the pull of gravity, of 32 feet after two seconds, will have overcome the initial velocity of 30 feet per second.
