You factor the left side.  Do you know how to 
factor a trinomial?  If not you need to learn
how. 

%283x%2B1%29%28x%2B9%29=0

Then one of those factors in parentheses must be = 0 in order
that the product of them equals 0.   Either one could be 0, so
we take both possibilities and end up with two possible solutions.
