It's false, but due to a grammar problem, the book and teacher might think it's true.
It grows 3 times AS FAST, which is 2 times faster.
3 times faster is 4 times as fast, etc.
As proof, what is 1 time faster? It says "faster", so it can't be the same rate. 1 time faster is 100% faster.

So don't be surprised if the teacher and the book say it's true. Most people have a poor grasp of English.

Also, you hear gibberish such as "3 times smaller." That has no meaning at all. If something is 1 times smaller, that's zero(0). How can it be less than zero?
