Hint: Recall that %28A%2BB%29%28C%2BD%2BE%29=A%28C%2BD%2BE%29%2BB%28C%2BD%2BE%29. So in this case %28-4x+-+3y%29%282x+-+9y+%2B+1%29=-4x%282x+-+9y+%2B+1%29-3y%282x+-+9y+%2B+1%29. I'll let you continue from here.

No FOIL is for two binomials (each factor has two parts)
This is similar
Multiply (-4x)(2x - 9y + 1) then
multiply by (- 3y)(2x - 9y + 1)
bring them altogether and combine .
(-4x-3y)*(2x-9y+1)
becomes
-8x^2+30xy-4x+27y^2-3y
