Any real numbers can be in a proportion, as long as none of them is zero.
A proportion with fractions in it may be difficult to write and/or difficult to read, but it can be written or stated.

Why not? A fraction is just a number like any other. In fact, you can make any number into a fraction; just put it over 1 like this:
