Make a unit fraction using 1in = 2.54cm with the 2.54cm on the bottom
to cancel the cm on the top of the first fraction
65.4cm%2F1×1in%2F%282.54cm%29
Then cancel cm
65.4cross%28cm%29%2F1×1in%2F%282.54cross%28cm%29%29
65.4in%2F2.54 = 25.7480315in round that off as you're told.
