so you can compare only similar quantities.
length to length in same units 10inches/20inches = 10/20
weight to weight in same units 100 grams to 200 grams 100/200
volume to volume in same units

Proportion is a comparision of two ratios. Again same units
eg: 16 /4 is the same as 64/16 . when the numerator and denominator are divide by 4 we get 16/4
