46/1.75 = 26.28... --> 26 full bags
26*1.75 = 45.5
46 5/16 - 45 1/2 leaves 13/16 of a pound

You can waste a lot of time converting to improper fractions, dividing, etc, but it's not necessary.
The metric system is a LOT simpler and easier, btw.
