Simply set up the proportion 65%2F2=125%2F4 and cross multiply to get 65%2A4=125%2A2 and multiply 260=250. Since 260=250 is NOT true, this means 260%3C%3E250 which tells us that 65%2F2%3C%3E125%2F4


So the two rates aren't proportional.
