I think I understand your problem as the length is actually 10, the width is unknown and the length and width are in proportion 19/10:1.

So,
10%2Fx=%2819%2F10%29%2F1

Cross multiply:

%2819%2F10%29x=10

Divide by 19%2F10

x=10%2810%2F19%29=100%2F19

Which the calculator says is roughly 5.26. This makes good sense because the ratio is just a little less than 2:1, so you would expect the width to be a little larger than half of the length. Hope that helps.
