They are equal, for a proportion.

x%2F%282x%2B1%29=16%2F40

matrix%281%2C3%2C+x%2F%282x+%2B+1%29%2C+%22=%22%2C+2%2F5%29
5x = 2(2x + 1) ------- Cross-multiplying
5x = 4x + 2
5x - 4x = 2
