It is very simple arithmetic problem of the level for 4-th grade students.


First person's rate is 36/3 = 12 cones per hour.


Her friend's rate is 36/2 = 18 cones per hour.


Their combined rate is  12 + 18 = 30 cones per hour. 


The time for both to eat 36 cones is this ratio  

    36%2F30 = 6%2F5  hours = 6 times 12 minutes = 1 hour and 12 minutes.    ANSWER
