So it's y-(7)=3/8(x-(10)) then y-7=3\8x-15/4 then y=3/8x-15/4+28/4 then y= 3/8x+13/4 so my question is where does the 15/4 and the 28/4 come from?  Thanks!

So it's
y-%287%29=3%2F8%28x-%2810%29%29 then
y-7=%283%2F8%29x-%283%2F8%29%2810%29%29.........reduce %283%2Fcross%288%294%29%28cross%2810%295%29%29=3%2A5%2F4=15%2F4
y-7=%283%2F8%29x-15%2F4%29..move -7 to the right
y=%283%2F8%29x-15%2F4%2B+7%29.....write 7 as a fraction with denominator 4 so you can subtract -15%2F4 from it.....7%2A4%2F4=28%2F4
y=%283%2F8%29x-15%2F4%2B+28%2F4%29...or
