You can put this solution on YOUR website! Since the equation you are looking for is perpendicular to the one given, you are going to do a little adjusting to the slope.
The current slope is -4. Your new slope will be the opposite sign and flipped (the reciprocal). If you multiply the two slopes together, you should get negative one.
Your new slope is 1/4.
In slope intercept form as you have it, y=mx+b, you now have your new m or slope and the b is your new y-intercept.
y=1/4x+3
