Look at the multiplier to go from one numerator to the other numerator.
It must equal the multiplier to go from one denominator to the other.
Else, they are not in proportion.

The multiplier for the numerator is
3%2F0.6=5
The multiplier for the denominator is
1.8%2F0.3=6
They're not the same.
They are not proportional.
