All of the 4-digit numbers that can be made with those four digits are greater than 250. The number of them is 4*3*2*1 = 24.
(2) 3-digit numbers
The 3-digit numbers greater than 250 must have 3 or 4 as the first digit. The number of 3-digit numbers greater than 250 is 2*3*2 = 12.
Total number of numbers greater than 250 that can be formed using the digits 1, 2, 3, and 4 without repetition: 24+12 = 36.
