Assuming the rope can extend outward from the two ends of the 10m wire,
to form a semi-circle of a radius of 3.5m on each end
A = (2(3.5) * 10) + pi%2A3.5%5E2
A = 70 + 38.48
A = 108.48 sq/m

Depends on the height of the wire.
If the wire is 3.5 meters above ground, the area is nearly zero.
