(1) 4t - 7 < 13t which reduces to
(2) -7 < 9t or
(3) -7/9 < t
Now do the right side
(4) 13t < 5 or
(5) t < 5/13
Now combine (3) and (5) to get the final solution
(6) -7/9 < t < 5/13
