The equation +x+=+4+ is a vertical line through (4,0)
Any line perpendicular to this line will be parallel to
the x-axis, and will have an equation that looks like
+y+=+c+
If it goes through ( -15,90 ), the equation is
+y+=+90+
( x can be anything, and it doesn't affect the equation )
