find theta:

Sin%28theta%29=2%2F3
Sin%28theta%29=0.66666666666666666666666666666667
theta=arcsin%280.66666666666666666666666666666667%29=41.810314 degrees
so, Sin%28theta%29=2%2F3 is in I quadrant.......
