1pound+=+0.45kg (I looked that up on the net)
so
23pounds+=+23%2A0.45kg+=+10.35kg

5mg for each of those kg is given:

5%2A10.35+=+51.75mg+
convert mg to milliliter:
There are 100milligrams in a gram

so, +51.75mg%2A100+=517.5milligrams
