There are 9 different letters in the word MATHLOVER.
a) So we need 4 letters from the 9 letters in 'mathlover' and no repetition of letters is permitted.
If you choose the first letter you have 9 possibilities, for the 2nd you have 8 .. and so forth
Therefore:
Number of combinations = 9%2A8%2A7%2A6+=3024

b) You see you can do the same but if things might be repeated you have 9 possibilities every time;
therefore number of combinations = 9%2A9%2A9%2A9+=+9%5E4+=+6561
