Well, if he got 1/3 off, he paid 2/3 of the original price, which was $9.90.
We can write
(2/3)v = 9.90
But if we write as a decimal, we have
.66667v = 9.90
so that, when we divide by .66667 we get
v = 9.90/.66667 = $14.85
