You surely mean this:
%281%2F2%29log%28%28x%2B2%29%29=2, but you did not indicate the base.

Yes, divide the members by 1%2F2, or better, MULTIPLY the members by 2.
Result:
log%28%28x%2B2%29%29=4

That still leaves the base not being known. Does it have a variable name? Is it 2, 10, 5, e ?

Not knowing what is your base, call it b.
You can change from the logarithmic form log%28b%2C%28x%2B2%29%29=4
to the equivalent exponential form,
b%5E4=x%2B2.
