Assume you mean:
y-3+=+%281%2F2%29%5E%28%28x-2%29%29
Start by finding the log of each side
log%28%28y-3%29%29+=+log%28%28%281%2F2%29%5E%28%28x-2%29%29%29%29
the log equiv of exponents
log%28%28y-3%29%29+=+%28x-2%29%2Alog%28%281%2F2%29%29
Divide both sides by log(1/2)
log%28%28y-3%29%29%2Flog%28%281%2F2%29%29 = x - 2
Add 2 to both sides
x = log%28%28y-3%29%29%2Flog%28%281%2F2%29%29 + 2
