Assuming x+3 is the exponent:
solve 4%5E%28x%2B3%29+=+1%2F8
4 = 2^2
1/8 = 2^-3
--> 2%5E%282x%2B6%29+=+2%5E-3
2x+6 = -3
2x = -9
x = -4.5

2(x+3)= -3

2x + 6 = -3

2x = -9

x = (-9/2)
