We can rewrite in exponential form as
x%5E%28-3%29+=+8
Now express 8 as a prime to a power as
x%5E%28-3%29+=+2%5E3
But we want the exponents the same so we can rewrite as
x%5E%28-3%29+=+%281%2F2%29%5E%28-3%29
cancel the exponents and we have
x = 1/2.
