I've never seen R and U used this way.
I'm going to assume this corresponds to the complex
number -3-4i
If it does the polar form is as follows:
r=sqrt(3^2+4^2)=5
theta=arctan(-4/-3)=233.13
Polar form = 5(cos233.13+isin233.13)
