Which of the lists of three lengths cannot form a triangle?

It's a. The side that's 5 is more than the sum of 2 and 2, so if they're end to end, they can't connect to the ends of the side that's 5.

If the sum of the two shorter sides is less than or equal to the longer side, then you cannot have a triangle.
