Since 25% = 0.25 = 25%2F100,

and since "of" means "multiplied times"

x+=+expr%2825%2F100%29y

x+=+expr%281%2F4%29y

expr%281%2F4%29y+=+x

4%2Aexpr%281%2F4%29y+=+4%2Ax

1y+=+4x

y+=+4x

y is what percent of x?
Since 4 = 4.00 = 400%

y+=+%22400%25%22x

And since "multiplied times" means "of", then:

y is 400% of x.
